One of the most important pieces of legislation signed by President Lincoln was the Homestead Act, which provided free land in the west to settlers who were willing to relocate and improve the property. Because so many people took up the offer, President Lincoln did not sign these himself; they were signed in his name by secretary William Stoddard.
